Charlene Baker was born and raised in Carcross, Yukon and is of Tlingit and Northern Tutchone ancestry. Her practice includes the traditional arts of Raven’s Tail Weaving, hand and thigh spinning with merino wool, button blanket and Regalia making, dance bibs and shirts, vests, baby blanket embroidery, deer hide graduation dresses, and various beadwork projects.
Charlene drums, sings and dances with the Tagish Nation Dancers.
Elders and others who passed on skills and inspiration to Charlene include Angela Sidney, Cheryl Samuel, Clarissa Rizal, her high school guidance councillor and her mother Audrey Baker.

Baker has studied at Emily Carr College of Art and Design,the Metchosin Summer School of the Arts, studied weaving in Juneau, Alaska and received her Bachelor of Liberal Arts and Indian Studies through the University of Alaska.
She received the Sealaska Heritage Institute Award (Juneau, Alaska) for her weaving.
